Morial on Recent NUL ESSA Study

The Every Student Succeeds Act (ESSA) “establishes civil rights standards for educating students from historically underserved populations—such as children of color, students with disabilities, and those learning English as a second language” so that they “receive the resources they need,” writes National Urban League (NUL) President Marc Morial in the Washington Informer. “Not every state is meeting its obligations, however.” With this in mind, Morial explains, NUL created a state-by-state equity report card to help identify and address “specific equity concerns, such as breaking the school-to-prison pipeline, expanding access to early childhood education, cultural competence training for staff and disparate per-pupil spending in their state plans.”
