According to Ted Booker at the South Bend Tribune, the Indiana city’s “blueprint for turning around five struggling South Bend schools was crafted with the understanding that federal school improvement grant money would be available for five years to help make staffing and curriculum changes.” However, the “five-year funding timetable spelled out by the state education board for such transformation zones has now been called into question by the Indiana Department of Education.” The state’s Department of Education has “warned the board that federal grant money is limited to four years under the U.S. Every Student Succeeds Act, which is at odds with the five-year timeline.”
