School Integration in the Age of ESSA

“Can advocates for school integration leverage local control as a winning argument in Congress?” asks Andrew Ujifusa in Education Week. Recently, integration advocates and elected officials hosted a Capitol Hill briefing that featured the Strength in Diversity Act and the Century Foundation’s new report on “key steps the Congress can take to support integration efforts.” The briefing included discussion around the requirement of “federal preclearance of school districts wishing to secede from existing local systems,” which advocates have consistently linked to “rising segregation in the nation’s public schools.” However, Ujifusa wonders “how much support the idea of federal preclearance would get in the age of the Every Student Succeeds Act.”
