Rep. John Kline (R-MN), chairman of the House Education Committee, contends that the ESSA rules are a “multibillion-dollar regulatory tax” that could “unleash havoc on schools.” Rep. Kline says he is concerned over the “unlawful” measure and believes the rule does not follow the intention of the bill that sought to give power back to the states.
