Civil Rights Leaders Comment on “Supplement, Not Supplant” Rule, Equity, and Title I

The Leadership Conference on Civil and Human Rights, a coalition “charged by its diverse membership of more than 200 national organizations to promote and protect the civil and human rights,” submitted comments to the Dept. of Education on the proposed “supplement, not supplant” rule. “Resource equity and the responsible use of Title I funds” are among the group’s top priorities. In an effort to “regulate equity,” the conference argued that the ruling is “fully consistent” with ESSA and “does not exceed the department’s authority.” In recent coverage by the Washington Post, attorneys at WilmerHale, in conjunction with the Leadership Conference, found the department to have “ample legal authority” and stated that it should “move forward with the proposal.”
