CCSSO and AASA Applaud Shift of Power Back to States

In an Education Dive article, Peter Zamora, director of federal relations at the Council of Chief State School Officers, and Noelle Ellerson, director of policy and advocacy for the American Association of School Administrators, showed strong support for ESSA’s shift of power from the federal government to the states.

  • Zamora noted that “participation in advanced coursework has been popular so far, as has the idea of school climate surveys to measure student engagement.”
  • Ellerson argued that ESSA’s “guardrails and safety nets” replaces “NCLB’s carrots and sticks,” and the new law gives schools the chance to “think about what they want to do instead of just what they can do.”
