Hess and Bell: ESSA Plans Not Going According to Plan

The American Enterprise Institute’s Frederick M. Hess and Brendan Bell write that, with all state accountability plans in the hopper at the U.S. Department of Education, states paying heed to calls for plans to be ambitious has resulted in a “curious quandary: The problem with the plans is not a lack of ambition but the feckless embrace of it.”
