Frederick Hess, resident scholar and director of education policy studies at the American Enterprise Institute, and Max Eden, senior fellow at the Manhattan Institute, authored a book on what ESSA means for “schools, systems, and the states.” The authors “explore conflicts and compromises that shaped the emerging law” and “outline its core provisions, and trace its implications for urban districts, states, and the federal government.”
