CCSSO Proposes Alternative to “Supplement, Not Supplant” Language

In response to the Dept. of Education’s proposed “supplement, not supplant,” the Council of Chief State School Officers (CCSSO) released a proposal laying out alternative language. Formally submitted through the Dept. of Education’s online comment platform, the new language would “establish important guardrails” in order to protect students while also empowering various stakeholders. CCSSO’s overall goal is to “provide guidance and clarity” in the rule and “create a more equitable education system” for students. The group proposed that LEAs receiving Title I funds should:
- Distribute state and local funds to schools using a methodology that does not take a school’s Title I participation into account;
- Publish their methodology for distributing funds;
- Demonstrate that they followed their published methodology; and
- Consider the effect of their methodology on Title I schools identified for comprehensive support and improvement when developing or reviewing support and improvement plans.
