Rhode Island’s ESSA plan “earned high marks from an independent review that has otherwise criticized states for lacking critical details,” writes education reporter Jessica R. Towhey. “The review from Bellwether Education Partners awarded Rhode Island its top mark—5 of out 5—in the category of Supporting Schools.”
