Options Limited for Bringing Experienced Teachers to High-Poverty NC Schools?

According to the Charlotte Observer, North Carolina is struggling to convince federal education officials that “the state can provide some of its most vulnerable students with access to high-quality teachers.” The article explains that the U.S. Dept. of Education had “a lot of questions before it continues to give federal education dollars” to the state, including how North Carolina is “dealing with inexperienced and ineffective teachers working at high-poverty schools.” (Note: The state’s plan was approved by the U.S. Dept. of Education on June 5.)
