Dale Chu Discusses Independent Peer Review Process

Dale Chu, former vice president of Policy and Operations at America Succeeds and a former assistant superintendent for Innovation and Improvement at the Indiana Department of Education, discusses his role as an independent peer reviewer and provided guidance for Indiana education officials as they finalized their state ESSA plan. Chu says the “primary goal of the state’s plan should be to identify struggling schools and students, and help them improve.” More generally, he said he and his fellow peer reviewers “found that stronger plans—like New Mexico’s and Louisiana’s—provided greater clarity and detail, prioritizing student success ahead of any competing priority,” while “weaker plans tended to be vague and did not include strong enough enforcement measures, creating too many opportunities for inertia.”
